The Housing and Productivity Contribution will apply to development applications and applications for complying development certificates made on or after 1 October 2023. The draft Ministerial planning order that brings the into effect has now been publicly released.
The Draft Ministerial Planning Order specifies:
- where the contribution will apply
- the types of development it will apply to
- how much the contribution rates will be
- the timing of when the payment is due
- the types of development that will be exempt
The draft Ministerial Order can be found and the Guideline can be found .

Jonathon is the Executive Director of Infrastructure Policy in the Department of Planning and Environment and leads a mix of reform work and ongoing policy development.
Before this Jonathon was in the Department’s legal team, where he led the lawmaking work for all of the cluster’s portfolios since 2017. He has been a government lawyer for over ten years and has a deep understanding of the NSW planning system. |

Kate is the Director – State Infrastructure Policy and Agreements at the Department of Planning and Environment and is leading the work within DPE to deliver the Government’s contributions reform agenda.
Kate is a town planner with over 20 years’ experience working with local government, including extensive experience working in the greenfield development context to plan for land release and infrastructure delivery.
Kate is an advocate for the role of infrastructure in supporting communities – creating liveable and resilient places, connected to jobs and opportunity. |
