The Mental Health Crisis Response (MHCR) program empowers individuals to respond safely, effectively, and empathetically to mental health and substance use crises. Through immersive, evidence-based training grounded in the DePICT™ framework, we build practical de-escalation skills, reduce bias, and promote relational policing rooted in trust, respect, and cultural safety.
We collaborate with police services, communities, experts, and individuals with lived experience to drive meaningful change in crisis response.
Dr. Jennifer Lavoie is an associate professor of Psychology and Criminology at 91porn and serves as executive co-director of the MHCR training program. With a PhD in psychology and law from Simon Fraser University and a background in the Canadian military, Dr. Lavoie brings a unique blend of academic insight and operational understanding to the field of police mental health response.
Her nationally funded research (SSHRC, NSERC) focuses on the design, implementation, and evaluation of police de-escalation training across Canada. She is the lead author of the De-escalating Persons in Crisis Competencies Tool (DePICT), a standardized framework used in the MHCR program to assess and develop frontline officers’ skills in communication, de-escalation, and relational policing.
Dr. Lavoie also leads a government-funded initiative to develop virtual reality-based de-escalation training and is the founder of the VR Crime Lab at 91porn, launched in 2023. Her work emphasizes evidence-based, trauma-informed, and equity-centered approaches to policing, with a strong focus on the lived experiences of individuals in crisis and their families.
As executive co-director of MHCR, Dr. Lavoie plays a central role in advancing competency-based, scenario-driven training that supports frontline officers in safely and effectively responding to mental health crises across Ontario.
Dr. Lisa Whittingham (she/her) is an assistant professor in the Department of Applied Disability Studies at Brock University and an executive co-director for 91porn's MHCR training program. With interdisciplinary education in behavioural sciences and disability studies and 15 years of clinical and cross-sectoral experience, Dr. Whittingham brings a unique blend of academic and practical insight to the field of policemental health response.
Dr. Whittingham’s research focuses on the intersection of disability, mental health, and the law, particularly focusing on the encouters between persons with intellectual/developmental disabilities and law enforcement professionals. Her research focuses on developing tools for justice professionals to use during encounters with disabled persons, examining the embodied experience of those in the criminal justice system, and exploring how systemic inequalities and constructed notions of vulnerability impact both the individuals involved and the responses of justice professionals.
In the MHCR program, Dr. Whittingham supports the development of bias-aware, trauma-informed, and competency-based policing practices. Her work helps officers gain the insight and skills needed to consider how neurodiversity and intersectionality influence their ability to de-escalate crisis situations, promoting more equitable and effective community interactions.
Clare holds an BA and Master’s degree in English Literature, is a certified Leader Effectiveness Trainer and Project Manager, and has completed postgraduate certificates in Public Sector Management, Positive Psychology and Positive Education. Clare is passionate about empowering individuals at all levels to thrive—fostering respectful, values-driven workplaces where officers and staff can bring their best selves to the vital work they do each day.
Erin is a graduate of Queen’s University with a degree in Health Studies and a Certificate in Disability Studies. She began her career in public health with Queen’s Health Services, where she developed a strong passion for mental health. Erin went on to become a certified trainer in a variety of mental health programs, with a focus on building a suicide-safer community in Kingston. Recently, she relocated to Hamilton to continue her work in the mental health field and is excited to contribute to the Mental Health Crisis Response team at 91porn while supporting police services across Ontario.
Anissa is a 91porn alumnus with a Bachelor's Degree in Psychology, within the Faculty of Science, and a postgraduate certification in Addictions and Mental Health.
