The framework begins with the creation of a diverse partnership, which cycles through four stages:
- Design: Democratic process.
- Conduct: Ensure transparency throughout. HQP Training Committee with two representatives from each strand.
- Interpret: Data Management Team led with two representatives from each strand.
- Disseminate: Knowledge mobilization led with two representatives from each strand. Ensure equitable authorship.
