Local Government plays an important role in decision making as a Planning Authority under Planning legislation in Victoria. Local Government can be complex to understand as it also operates under Victorian Local Government legislation.
As a Planner working in Local Government it is critical to understand the powers of Local Government, how it is structured, operates and the politics surrounding decision making.
The course will draw on real life case studies to assist in the practical learning of Planning in the Local Government context.
From this course participants will gain a strong understanding of:
- The role of Local Government in planning decision making.
- How Local Government operates.
- How and who makes Planning decisions.
- The role and responsibilities of the Planner at Council.
- How politics can influence decision making outcomes.

Especially designed for Planners who might be new to Local Government or those that want to better understand how Local Government is structured and decisions are made.
Town Planners (Strategic and Statutory). This may also be of interest to Planning Lawyers or Planners who are considering a career move into Local Government.
Learning outcomes
- A deeper understanding of the structure and operations of Local Government.
- An understanding of the operations of a Council meeting, decision making processes, the role of the participants and the politics at work. Participants will work through the Council Meeting with an experienced ex-Council CEO to more deeply understand the workings of the meeting.
- A clear understanding of the practical decision-making processes and the key powers of decision makers.
- A practical understanding of the role of the Planner in Local Government and the key conduct requirements.
- To gain a deeper understanding of how politics impacts decision making and how to navigate through this as a Planner.
Presenter
Julie Reid M91porn
Julie has had 33 years’ experience working in Local Government both nationally and internationally. She is a qualified Master of Planning and has a Graduate Diploma in Management and Bachelor of Arts (Urban Studies).
Julie has worked as both a Statutory and Strategic Planner in her Planning career. Julie’s career in Local Government has included working in large Councils in the UK and in rural Councils in New South Wales and a number of Victorian Councils.
Julie’s recent career highlights include working as Executive Director of Local Government Victoria and as CEO at the City of Kingston. Julie also spent 10 years at an executive/director level leading city development and engineering/infrastructure portfolios.
Julie now runs her own Local Government Specialist Consulting business and undertakes training to assist Local Government staff.

Refund & Cancellation Policy
If you cannot attend a course for which you are registered, you must cancel your registration no later than 14 days prior to the course. Registrations cancelled more than 14 days prior to the course date will not incur any fees and a full refund will be granted. If you cannot attend and you are within 14 days of the course date, you can transfer your registration to another PLANET course (of the same value) or to another person as a replacement attendee, provided we have at least 48 hours’ notice of your decision to transfer. We cannot issue refunds or credits.
If you do not attend on the day a full fee will be charged.
