2024 PLANET Online | The Deep Dive: Local Government Infrastructure Plan (LGIP) & Infrastructure Charging (Two half-day Workshops)
Infrastructure planning and delivery Is key to unlocking new development and improving housing supply and LGIPs are a key, often poorly understood, tool to assist in achieving these outcomes. Many councils in Queensland are currently reviewing their LGIPs as part of the 5-year Statutory LGIP Review requirement.
This training program is designed to help planners and LGIP practitioners gain practical and technical knowledge to assist them with the preparation of LGIPS and LGIP amendments and the day-to-day administration of the LGIP and infrastructure charging regimes. It is an excellent opportunity to gain valuable insights and hands-on experience. It has been designed to provide detailed guidance on the strategic and project management aspects of LGIPs and infrastructure charging regimes.
This course breaks into 2 parts, participants must attend both workshops.
The course covers five main topics.
- Effective project management, resourcing planning, staff capacity building, stakeholder engagement, and recommended typical governance requirements for preparing an LGIP.
- An in-depth discussion on how to prepare a set of planning and growth assumptions to inform future demand for trunk infrastructure and help prioritise Councils' Capital Works Expenditure Programs (CAPEX).
- Practical tips and tools for undertaking trunk infrastructure network planning, including the cost of infrastructure and improving inter-network synergies.
- Undertaking financial analysis, including discounted cash flow, revenue forecasting and long-term financial sustainability.
- Key operational matters when administering infrastructure charging regimes and infrastructure agreements.
Designed for:
This training program is designed for planners and others involved in preparing, implementing, or interrogating LGIPs – whether working for applicants or for local or state government agencies. It will benefit those who feel they need to understand better how the LGIP integrates with the planning scheme, cross-over with the development assessment system, and implications for infrastructure rollout and funding.
Learning outcomes:
At the end of Part 1, participants will have a comprehensive understanding of the essential project considerations and approaches required to successfully deliver an LGIP amendment work package. This will cover the following topics:
- A project management plan template, typical resourcing and budgetary requirements, and various technical expertise.
- How to initiate trunk network planning & engineering assessment work packages.
- Key matters to consider during policy drafting and preparation of the LGIP PFTIs, LGIP Financial Model & assessment of financial sustainability, compliance review process & the LGIP Checklist.
- Practical approaches to engage with key stakeholders, such as state agencies, development industry representatives, and the community.
- Recommendations for internal governance processes, signoffs, state review and negotiations, and adoption/implementation process.
By the end of Part 2, participants will gain advanced knowledge on establishing realistic planning assumptions and growth projections for Local Government Infrastructure Plans (LGIP) based on the prescribed methodology under the Minister's Guidelines and Rules (MGR). They will also learn about the relationship between LGIP and the Council's CAPEX. Some of the critical components that will be covered include the development of growth projections using both the top-down and bottom-up approach, converting LGIP planning assumptions into future infrastructure demand units and using LGIP Plans for Trunk Infrastructure as a tool to guide Councils' CAPEX.
By the end of Part 3, participants will have gained a thorough technical understanding of developing plans for trunk infrastructure networks and ensuring optimal asset management outcomes for Councils. This will include the following topics:
- How to begin trunk infrastructure network planning
- Typical a work breakdown structure (WBS) and ensure the trunk infrastructure network plans are fit for purpose.
- Coordinating and strengthening inter-network synergies to ensure the best value for money and optimal asset management outcomes.
- Improving the reliability of the LGIP Schedule of Works (SOW) and the underlying financial model.
In Part 4 of the course, participants will gain an understanding of the financial sustainability requirements in preparing an LGIP. This includes the ability to fund the trunk infrastructure from a combination of sources, including infrastructure charges and rate revenues. This part also covers how a local government must advance the alignment between its LGIP, its Asset Management Plans and the local government’s Long Term Financial Forecast over time. This part will help participants understand how information on performance, cost, and age of their assets, helps to make informed decisions about infrastructure delivery and management.
In Part 5 of the course, the participants will learn practical strategies and tips to enhance their administration councils' infrastructure charging system and agreements related to major infrastructure. The topics that will be covered are:
- Ensuring effective administration of the Adopted Charges Resolution and major infrastructure agreements.
- Implementing practical approaches to managing and resolving trunk infrastructure offsets/refunds and conversion requests.
- Tips for effectively managing and monitoring deliverables under an Infrastructure Agreement.
