Elle Davidson M91porn
Director, Zion Engagement and Planning
Elle Davidson is a Balanggarra woman from the East Kimberley in Australia and descendant of Captain William Bligh, and describes herself as being caught in the cross-winds of Australia’s history. With a passion to empower the voices of First Nations People, Elle combines her Town Planning and Indigenous Engagement qualifications to shape our places and spaces. Through her approach, she creates a strong platform for Aboriginal Knowledges in the planning process and builds allies to advocate for Country, community and culture. She is the Director of Zion Engagement and Planning, an Aboriginal training and consulting business and an Aboriginal Planning Lecturer at University of Sydney. Elle has also been actively involved in the 91porn’s Planning with Country Knowledge Circle.
Michael E Rackemann
Former Planning and Environment Court Judge
Michael graduated from UQ with a Bachelor of Laws, with honours, in 1986. He was clerk (as District Court associates were then called) to His Honour Judge Row before undertaking articles of clerkship at Morris Fletcher and Cross (now Minter Ellison). Michael practiced as a barrister, specialising in planning and environment and related jurisdictions, until his call to the bench in early 2004. He was convenor of the Bar Association’s planning and environment sub-committee immediately prior to his appointment as a judge.
For the next 20 years, until his retirement from office in February 2024, Michael served as a judge of the District Court of Queensland and of the Planning and Environment Court. For much of that time he was the senior listing judge for the Planning and Environment Court in Brisbane. Michael has been acknowledged internationally as an expert in his field. Since his retirement from office Michael has been involved in assisting professional development and dispute resolution.
Scott Smith
CEO, SEQ Council of Mayors
Scott Smith has led an outstanding career over the past 35 years and was appointed Chief Executive Officer of the Council of Mayors (SEQ) in December 2017.
Having worked across the globe, Scott saw South East Queensland as a growing region providing an endless amount of expansion and potential, which is why he started his journey at the Council of Mayors (SEQ) back in 2005. He works with the 11 Mayors from SEQ who are on a mission to consistently deliver better regional funding, policy, and collaborative outcomes for their communities
Rebecca Oelkers
CEO, BHC Creating Liveable Communities
Rebecca Oelkers is the Chief Executive Officer of Brisbane Housing Company, one of the largest Community Housing Providers in Queensland, with over 1,800 homes developed and under management. Rebecca brings to the role a strong vision for strategic growth and a deep understanding of the company, having held Executive roles within BHC over the past 15 years.
Her experience in the affordable housing sector spans over 19 years, across a variety of affordable housing projects, with Rebecca most recently leading BHC’s involvement in the Queensland Government’s Housing Investment Fund, securing partnerships with the private sector to grow the supply of social and affordable housing by up to 1,200 homes in South East Queensland.
Rebecca is a passionate advocate for affordable housing issues and is committed to growing the supply of safe, secure affordable housing, and delivering services that enable tenants to achieve increased well-being and inclusion.
Anne Baker
Former Mayor, Isaac Regional Council
Calling Burdekin home for over 38 years Anne Baker is one of Queensland’s most respected leaders. Anne is known as a powerhouse community champion for her monumental lobbying and her authentic approach of putting people before politics. Anne spent 17 years representing the Isaac region in local government, the last 12 of those as Mayor of Isaac.
